Education Quality Steering Committee

The Education Quality Steering Committee (STOK in Dutch) is a permanent, independent advisory committee of the Executive Board - in particular the Rector - that provides solicited and unsolicited advice on matters relating to education quality (care).

The Steering Committee is composed of authoritative experts from the faculties, who advise on the basis of their expertise without charge or consultation in the interest of VU. The advice of the Steering Committee serves as a basis for or improvement of policy (measures) or as inspiration and impetus for further vision and policy development. The Steering Committee has a role both in safeguarding the quality of education at the institutional level and in ensuring further development of (the system of) educational quality. This makes the Steering Committee an important actor in stimulating the culture of quality at VU.

The members are appointed on the basis of expertise; they emphatically do not function within the Steering Committee as faculty representatives. The appointment term is four years. VU strives to reappoint the members of the Steering Committee for a second term.

  • Tasks

    General duties of the Steering Committee:

    • Advises (solicited and unsolicited) on matters concerning the quality culture and the system of educational quality (care);
    • Advises on important (new) themes of educational policy and educational innovation, thereby stimulating the phase of thought;
    • Plays a role in the monitoring and evaluation of (quality) policy and (broad) supervision of the quality of education;
    • In this capacity, is ultimately responsible for the Teaching Quality Handbook which contains all VU-wide policy, including the applicable quality requirements;
    • If requested, advises the Executive Board on faculty documents as part of the VU-wide planning & control cycle (faculty education annual report and annual plan).

    More specific tasks of the Steering Committee:

    • Reviews and advises the Executive Board on all applications for a test new program (TNO) before they are submitted to the NVAO (accreditation of new programs);
    • Assesses applications for new university minors annually;
    • Evaluates annually the existing range of university minors;
    • Is a permanent member of the reading groups for the self-evaluation reports of programs (ZER) within the framework of external accreditation;
    • Advises on and evaluates the system of risk management for education, as well as the VU-wide policy regarding educational evaluations;
    • Advises on and evaluates midterm reviews of degree programs;
    • Serves as a VU member on panels for mock visitations or midterm reviews;
    • Initiates and serves on working groups developing vision or policy.
